Both horses run on the same track: construction-led growth, weak planning enforcement, and infrastructure that follows population growth rather than leading it. Two parties now offer a different track. Neither is perfect. Both deserve a fair look.
Why this page exists. This is not an endorsement. It is a recognition that the two-party system has failed residents on housing, planning and heritage - and that voters deserve to know what else is on the ballot.
Momentum (Partit Momentum)
A resilient, innovative, just and beautiful Malta
Founded: 2025 | Leadership: Arnold Cassola, Mark Camilleri Gambin.
Centrist party built on four pillars: transparent governance, sustainable planning, a just economy, and an equal society. Proposes a two-year moratorium on buildings over ten floors, refounding the Planning Authority with genuine experts, reclassifying rationalised land back to ODZ, and an “Open Malta Act” to replace FOI with proactive publication.
Why consider: The only party making planning reform and anti-corruption its core mission. Member of the European Democratic Party.

ADPD Malta Green Party
Green Vision 2050 - wellbeing over limitless growth
Founded: 2020 (merger of Alternattiva Demokratika and Partit Demokratiku). Roots since 1989.
Ecological sustainability, social justice and good governance. Advocates a living wage, expansion of renewable energy, protection of green spaces from construction, electoral reform for fair representation, and a “politics of care” focused on intergenerational fairness. 2026 campaign themed “Ilkoll” - all of us together.
Why consider: Malta’s only Green Party. Long-standing voice on environment, debt sustainability and reform. Member of the European Green Party.
